per hour. we'll show what you it means for your night tonight and your weekend. but first at 4:00, breaking news out of california where one of three inmates who escaped a maximum security prison a week ago has turned himself in. sheriff's deputies say he told a person on the streets of santa ana, california, this afternoon he wanted to turn himself in. he escaped with two other men last friday by using tools to cut through steel bars and then rappelled from the roof from the facility. investigators are still looking for the two other men and a stolen van they may be traveling in. both were in prison on murder and other serious charges, and deputies are concerned, they say, about the public safety. repairs have finally wrapped up this afternoon in prince george's county where a water main burst earlier. >> water was gushing. >> narrator: onto mitchellville

road. what does it look like now? >> you know, this happened at one of the worst possible times for wssc because you see all this snow and ice on the ground. but take a look behind me, this is mitchellville road. you can see both lanes are open. the repairs have been made. water has been turned back on. let's show you once again that incredible video of the virtual geyser out here on mitchellville road this morning. it all happened about 5:30 this morning as many people were trying to make their way into work. 50 people were without water service for several hours today, and some residents reported discoloration in their water. it was yellow or brown. wssc says that's very normal for that to happen during a water main break. again, the water has been turned back on. let' hear now from wssc about some of the complications that they had this morning. >> ran into problems with the snow because the valves that you

need to operate, turn, and close to get the water off are buried under piles of snow that have ice on top of them that are packed down. so not only did we have to bring in equipment to fix the water main, today we had to bring in equipment to dig up snow to get to the valves just to get the water shut off. >> reporter: that was quite a job. now, some residents were told not to expect to have their water turned back on until 9:00 tonight, but it's already on. i'll tell you how they were able to get this done so quickly coming up in my report on news4 at 5:00. and you don't have to worry about swerving around this pothole on addison road. it's been a major headache for people driving. you know, guysers, sinkholes, the mounds of snow. it's been a long week for everybody, especially folks who have been outside for days shoveling their driveways and sidewalks. >> yes. imagine one man's shock when he saw plows dumping snow from the street onto the sidewalks that

he'd spent hours digging out. news4's chris gordon is live in west springfield where that happened. chris? >> reporter: pat, snow as far as you can see along the sidewalks here in this west springfield neighborhood. now, yesterday at this hour as you began your newscast, these sidewalks were clear. it happened overnight, and now they're covered with these boulder-sized snow balls. it happened last night when the crew of a contractor widening greeley boulevard in west springfield dumped this snow onto the sidewalk all along one side of the street. snow now blocks bus stops on greeley boulevard. daniel booth has three children, including a 2-week-old baby. last night at midnight he said he heard heavy equipment outside of his window. he looked out and saw a crew dumping the snow on his sidewalk. >> i came outside, and i talked to the crew. i asked them if they were given

permission to put snow on the sidewalks and they said where else should we put the snow? >> reporter: now, boothe tells me he caught the whole thing on his cell phone camera and he shares some of the video with us ahead on news4 at 5:00. that's the latest live in west springfield. chris gordon, news4. back to you. >> all right, chris. that was pretty frustrating. that takes us to storm team4. some of you saw this at some point today. it's video of snow showers that news4's julie carey tweeted out from fairfax. however, doug says changes are on the way. no more showers? >> no more snow showers. the amazing thing about that is it started snowing in parts of the area. we mentioned this yesterday, by the way, but so many people on my facebook and twitter pages saying, oh, no, it's snowing, now what? it lasted about five to ten minutes and that was about it. it's out of here. but what it did bring in was much colder air. look at the winds, winds gusting upwards of 30 to even 40 miles per hour. 35 miles an hour in gaithersburg. 35 in d.c., and 30 down towards

fredericksburg. the wind bringing in that colder air and look at the windchills, down to 22 in gaithersburg. it's going to be a cold friday night out. we made it to friday and it's going to be chilly. a few more icy patches. windchills in the teens tonight so bundle up if you've got plans this friday night. i think i can't wait for the weekend. i know everybody else is the same. >> yes! i'm julie carey in chantilly, virginia, more reaction coming in on the gun regulation compromise just announced by governor terry mcauliffe and republican leaders. gun owners mostly cheering the deal, while on the other side gun control activists deeply divided by what's been proposed. the gun law compromise would erase a recent change that angered gun owners. virginia will once again honor concealed weapons permits from other states. virginia permit holders feared

they could lose their right to carry a concealed weapon into other states. on the gun control side, the proposal would require state troopers to be available at gun shows for background checks. another measure would take guns away from those who have long-term protective orders. ahead on news4 at 5:00, why some gun control activists accuse the governor of caving into the gun lobby. in three days we'll see the first big electoral event of the presidential race. >> yeah. candidates are criss-crossing iowa in anticipation of monday's caucuses. all of them except for donald trump. he's holding rallies in new hampshire where the next round of early voting takes place, and a lot of pundits agree with trump when he says skipping last night's debate in iowa didn't hurt him. he also took a few shots at his closest rival with another remark about where he was born. >> ted cruz may not be a u.s. citizen, right? but he's an anchor baby. no, he's an anchor baby -- ted cruz is an anchor baby in

canada. >> on the democratic side, former secretary of state hillary clinton blasted republicans saying they are spending millions to turn other democrats against her. just this afternoon we learned the state department has declared 22 of her e-mails as secretary of state top secret and will not release them. clinton is in iowa and so is nbc's lester holt. he'll have an exclusive interview with secretary clinton on "nightly news" at 7:00. first at 4:00, a lot of travelers are changing their plans because of fears about a virus that is spreading quickly. what's being done to stop it. and it's the one game a year just about everybody watches, but this afternoon crews are trying to figure out what to do

and now, your storm team4 forecast. >> our windchill today for sure, yes, the winds picked up behind this weather front. look at where we're going to be this evening, what it's going to feel like. 17 to 23 degrees. a bundle up kind of evening and night coming up. in fact, if you're going out tonight, 15 to 20 and by morning 20 to 25. i know what you're thinking, why are the temperatures going down? we lose the wind as temperatured drop and that will be a good thing, but for a while some gusts around 20, 30 miles an hour. there are the last of the flurries going through. the icy patches still showing up. we drop to 28 degrees, the actual air temperature, and by morning some areas in the low 20s.

ready to rise some 40 degrees. we have 60s in the forecast. we'll show that you in a few minutes. the texas teenager known for his affluenza defense has had his first court hearing. a judge ruled he will stay in a juvenile detention facility until his hearing next month. that's when the court will decide if his case should be moved to adult court. couch killed four people in a drunk driving crash three years ago after he allegedly violated probation last month he and his mother headed to mexico. tanya couch returned to texas a few weeks ago and is now free on bond. ethan couch was brought back yesterday. d.c. mayor muriel bowser says she's making good on a campaign promise to expand affordable housing in the district. today she announced 12 knew project that is will bring hundreds of affordable housing units to d.c. it includes creating 338 new units and preserving foreign 400 others. they are in wards 4, 7, and 8.

they will provide housing for 1,800 people. well, this could change the face of our nation's military. the discussions here in washington that could lead to women having to register for the draft. love it or hate it, the heavy snow from last week's blizzard is still all around us and a lot of folks are hoping you're going to take advantage of it this weekend.

you're expecting. united, delta, american, and jetblue are offering refunds or waiving change fees. zika isn't usually dangerous to healthy adults but it linked to severe birth defects in babies. the centers for disease control and prevention has issued a travel alert for those countries. 31 people here in the u.s. have been diagnosed with the virus and all of them had traveled to the affected countries. zika is spread through mosquito bites and there's no vaccine for treatment for it but british scientists are working on a new weapon to fight the virus using genetically modified mosquitoes. the experiment has reduced the number of mosquito larvae by 80% in one city in brazil. through a new debate brewing over women in the military. they could be forced to serve if new draft rules go into effect. now that women are allowed to serve in all combat roles, the next step could be the draft. according to the agency in

charge of the draft, there's a 50/50 chance it will happen. >> when i go on the road, i hear both ways. i hear people say, you know, it's the right thing to do. it's a good opportunity, women should do it. but i also hear, not my granddaughter, not my daughter. so i hear both sides. >> congress would first have to change the law that currently makes only men eligible for the draft. protesters have converged on wisconsin to rally support for the subjects of "making a murderer." they're demanding new trials for steven avery and brendan dassey after seeing them profiled in the netflix documentary series. tune in "dateline" as we take near look at the controversial murder case. >> reporter: making a murderer has thrust the steven avery case back into the news, putting this small wisconsin town into a center of a media firestorm. but "dateline" was here ten years ago reporting on this story. now we're back looking at the

stunning twists to the case, including evidence, facts, and interviews not included in the documentary. >> steven avery is guilty and deserves to be right where he is. >> do you believe that there's no way he committed this crime? >> from the evidence i have looked at, i think he is innocent. i think he certainly was not guilty beyond a reasonable doubt under the evidence that was presented. >> you can watch the full report tonight at 10:00 right here on nbc 4 followed by news4 at 11:00. a few weeks ago it looked like east coast ski resorts were in for one of the worst years on record, but the blizzard of 2016 has completely reversed fortunes, and now you're going to get a chance, maybe a reason to hit the slopes. >> i'm mark segraves on liberty mountain resort, and like all the ski resorts in our area, this snow is a welcome relief to an industry that has seen no snow for weeks. in fact, last year these mountains opened up in november.

it wasn't until mid-january that they started making snow here, and now the more than two feet of snow that's fallen over the past several days has absolutely boosted business up here in the mountains. people have been taking advantage of time off from work and school and the lines have gotten long, but not so long as to discourage hardy skiers from making the trip from washington, d.c., up in the mountains. >> did you see mark coming down the slopes? did you see him, doug? >> yes, i saw him. i wonder why i didn't get that assignment. i'm mad now. i tell you what, it is going to be the best ski weekend that we have seen so far. obviously that snow helped them, but what's really helped them in the month of january has been the fact that we've been below average for temperatures, so they've been making their snow, and obviously they got two feet of snow that they got a couple

days ago really does help. let's take a look at the canski forecast. you know there are going to be long lines. i don't have to forecast that one for you. if you are going out, look what it's done. liberty, 100% open. 35 to 42-inch base. that's a 3 to 3 1/2 foot base. that's great. winter green, 100% open. 30 to 60-inch base. snowshoe 49 trails. they've seen 69 inches of natural snow this year. and wisp, 28 trails. the weather is going to be good, too. today it's windy but this weekend not windy at all. really nice weekend i think. 38 degrees the current temperature. look at the windchill, down to 27 so it's on the cold side for sure and it's all because of the winds. you saw mark a little bit earlier, he's right there, right over the maryland border in pennsylvania at liberty, and you can see we did see some snow showers earlier today. a lot of people saw those

snowstorms. others in southern maryland saw quick rain showers move in. notice where the air is coming from now, across the lakes in towards the region. it's going to be a very cold night. temperatures have been falling during the day today. 34 in martinsburg, 36 in manassas. 23 in frederick. 23 in manassas with the windchills. the windchills will drop it to the teens tonight. if you're heading out, make sure you bundle up. you're really going to need the coats tonight. notice the temperatures the next couple days. get rid of the coats. you don't need them for the next week about. 45 on your saturday. chilly but nice with less winds. saturday is looking good. look at sunday. mostly cloudy, 55 degrees. monday, 56. good chance of rain on monday. some of it could be heavy. this is something we'll watch but it is rain. 50 degrees coming up on our tuesday. we'll talk much more about the next big storm moving in. right now it is rain. i'll tell you that right now, but behind that we get cold again. veronica has the seven-day forecast at 4:45. >> all right, doug. thanks. well, we know the snow kept

crews getting the field ready for the super bowl apparently forgot there will be two teams playing. they mistakenly painted both end zones for the denver broncos. >> ouch. tell that to the thousands of carolina panthers fans who are getting ready for their team's big game. nbc news mark barger is in charlotte with how they're showing their support. >> reporter: thousands of carolina panthers fans -- >> panthers nation.

appropriately. >> reporter: one misstep thursday, crews at levi stadium accidentally painted both end zones in broncos colors, a mistake quickly corrected, but some panthers fans seized on the unintended slight. >> i hope it does rev them up, give them some fuel to get in that end zone. >> reporter: it's fuel that will have to last because super bowl 50 is still more than a week away. mark barger, nbc news. >> super bowl sunday is the biggest day of the year for gamblers and today we're getting a closer look at how much money is being tossed around. the american gaming association estimates gamblers will bet more than $4 billion on the game. that's up 8% from last year. the association says about 97% of those bets are made illegally. right now a federal law bans all sports betting outside of the state of nevada, but wagering has never been more popular. >> when i look at sports betting right now, it's akin to speeding on the highway. it's something that everyone knows that everybody else is doing, and frankly no one seems

now at 4:30, crews have fixed a water main break that sent a geyser shooting onto the streets of prince george's county. this is right along mitchellville road in bowie. nobody lost service but some people complained their water had an odd color. strong reactions a governor mcauliffe reaches a deal on gun regulations. virginia will once again honor concealed weapons permits from other states and the deal requires state troopers be available at gun shows to do background checks. state of emergency is coming to an end in maryland after last weekend's blizzard. the governor lifted it this afternoon. a lot of have you been shoveling out for days, and now looking forward to getting back to your normal routine.

>> we all are, aren't we? mollette green ventured out to see how the digging out is going in georgetown. >> reporter: small scoop, big scoop of snow. all happening just steps away from each other on the corner of 31st and n in georgetown. it's taken this guy nearly a week to clear off the front stoop and sidewalk. >> up early. until now. >> reporter: the district hired contractors with big trucks to load up and carry away large piles of snow to get the job done in neighborhoods like this one in a matter of hours. relief to a dedicated delivery guy working to get packages to doorsteps on time. >> it was a little slippery. i haven't fallen, knock on wood but it's been okay. the sidewalks are pretty good. so it's pretty good. >> reporter: progress on this street but not everywhere. >> we're wondering when they're going to do our block because

they're doing the block right next to us. >> reporter: contractors have been working 12-hour shifts to get the snow out of here, from the sidewalks, from out of the streets, and they tell me it's one of the worst storms they've ever worked, so there's a lot more to go before it's all said and done. we also checked with the post office after getting some complaints in the newsroom mostly from montgomery county and a spokesperson tells us they are approaching normal levels and attempting to make delivers wherever it is safe. we're getting there. in georgetown, mollette green, news4. once again we will see some icy patches setting up tonight i think. ice could hold until temperatures rise to above freezing tomorrow by 10:00 to 11:00 a.m. hold on. just a little while longer before we see more warm air move in. it is breezy to gusty out there

this evening. temperatures fall off to 33, 32 at 8:00. all in all, the weather tomorrow having a low impact on our area with that cold start. sunshine for the afternoon, and a very light wind for tomorrow as temperatures top out at 45 degrees right in d.c. waldorf 44. around herndon and manassas. on sunday 55. last time we were above 55 degrees was some 20 days ago. but we're not done yet. we've got even more warmth coming our way. doug has a look at when winds will be easing tonight. that's all in a few minutes. a developing story today. the fbi released video of its deadly confrontation with a member of the group that took over that national wildlife preserve in oregon. it shows a man identified as lavoy finicum getting out of a white truck on tuesday. at first you see finicum holding

his hands in the air, then he appears to reach into his pocket. that's when agents shot him. authorities say they found a semi -- loaded semiautomatic handgun in his pocket. the fbi says four people are still occupying the preserve. the three men and one woman are reportedly refusing to leave without assurances they won't be arrested. the occupation began early this month. at one point there were a couple dozen people there. >> nissan is recalling thousands of cars for the third time because the hood can fly open while the car is moving. the recall affects you will at this mas from 2013, 2014, and 2015. in federal documents, nissan admits paint can peel off the latch and over time it causes the latch to rust and lose its ability to hold down the hood. if you own one of these cars, nissan will replace the latch for free starting sometime in the middle of next month. apple is recalling millions of power adapters sold over a 12-year period because of fears about electrical shock.

we saw some snow showers move through today. those snow showers coming courtesy of another system passing just off to the north, and behind it we have much colder air. you can see the air coming from the great lakes. look at the numbers. you can actually see where this air is coming right out of the northwest, behind this it's cold. only 28 in pittsburgh right now. 29 in martinsburg, and right down towards the morgantown

area, 38 in d.c. windchills in the 20s. they're going to drop. this woman has the right idea. tonight cold and windy across the area, but a much warmer weekend. we're talking about 40s and even 50s by sunday. we'll talk much more about that and then rain next week, and not just rain. there's another threat, too. veronica is coming back in ten minutes with the latest. last weekend's blizzard forced fairfax to cancel it's stuff the bus food drive. everything is donated to local food banks and the helping hungry kids bank. go to the nbc washington app for the dates and locations. mcdonald's is apologizing after an important ingredient was missing from some of its mozzarella sticks, the mozzarella. customers jumped on social media to complain. the sticks were missing the cheese. how do you have cheese sticks with no cheese? as you can see, they had the

pictures to prove it. in a statement sent to nbc news, mcdonald's said it believes the cheese melted during the baking process. the fast food giant says there were a couple of isolated incidents. >> i don't know. i smell an i-team investigation. we got to call scott and tisha on this one. >> i'm not smelling cheese. talk about a campaign gamble just days before voters head to the polls. but did it pay off and why so much is still at stake in the battleground of iowa. and better late than never. a washington tradition revved its engine despite that detour caused by the blizzard.

developing right now, first at 4, an escaped inmate captured. the search continues for two others. >> one inmate finds himself back in handcuffs and the investigation is zeroing in on someone who works at the jail. cold and breezy now but we have march-like temperatures right around the corner. what that means for the snow pack on the ground and what we need to watch out for. i'll have that coming up. well, we are counting down now to the iowa caucuses and we're getting close. >> that's right. it's time to move on from all the polls and debates and get down to some actual voting. the first ones cast in the 2016

presidential race. >> steve handelsman is live on the campaign trail in des moines, iowa. steve, there is breaking news in the clinton campaign. tell us about it. >> there is, indeed. thanks, pat. good evening, chris. this could potentially affect the vote here in iowa, first in the nation primary contest. even though bernie sanders, clinton's chief rival here in iowa and across the country, says he's not going to make an issue of her e-mails, republicans who want to run against the former secretary of state for the white house in the general election are certain to raise the level of their rhetoric. here is today's news. 22 more of mrs. clinton's private e-mails have now been reclassified as top secret as the fbi probe into the e-mails ma she wrote using her private server which was, as we all know now, subject to possible hacker invasion by enemies of the u.s. these were reclassified because they were not considered -- the information wasn't top secret when she wrote the information.

the clinton campaign is saying this is just an inside the beltway disgraeme agreement in bureaucracy over what's secret and what's not. full stop, different sisn't abot the iowa caucus. fox's says its broadcast of the debate was the most watched tv in its time period even without the presence of the republican front-runner. donald trump went to new hampshire bragging about boycotting the iowa debate. >> i'm getting more publicity than if i -- you know? >> reporter: as rivals mock trump last night -- >> the greatest show on earth. >> reporter: he staged his own show nearby. >> you see the kind of love in this room. >> reporter: iowa republican burt de vries loves trump. >> i think they talked about him more last night when he wasn't there. >> reporter: so you like him, what, at least as much now as before? >> oh, absolutely. >> you will caucus for him on monday night? >> yes, i will. >> reporter: trump got many more tweets, more attention than marco rubio and ted cruz who got

from iowa caucus headquarters in des moines, steve handelsman, news4. pat and chris? >> thank you, steve. aaron gilchrist will join steve in iowa this weekend so we can bring you live team coverage from the caucuses monday morning and monday night here on news4. and now, your storm team4 forecast. >> here is something we need. we need a chance to relax and just chill. we're going to get that chance this weekend, at least the weather is going to cooperate. this evening though anyone that's got to go out over the next few hours, it is just going to be cold and windy. there could be even a few icy patches on area roads. those windchills drop to the teens but by morning it gets better. around 20 to 25 degrees. so bundle up heading out. that's your going out forecast. for tomorrow afternoon, a little breezy during the afternoon hours. not nearly though the winds that we're seeing right now. we'll get up to around 40 to 45 degrees. that is average, seasonable conditions for this time of year. here is a look at your outdoor impact forecast going out maybe for the run.

the area by around 6:00 or 7:00. as far as the next couple days, there's your weekend. 56 the high on monday. tuesday the high 50 degrees. 65 on wednesday. our warmest day in quite some time and, of course, with all the snow on the ground, you can see the purple there. those are the areas that had over 25, upwards of 30 inches. frederick, around hagerstown, areas in loudoun county, northern montgomery county. these are the area that is could have the higher snowfall amounts. the rain threat continues, i'll step out of the way, and the possibility of some flooding as well. good weekend, guys, for washing the car and a good weekend for heading to the auto show. the blizzard for us meant for a late start for this year's washington auto show but when it comes to the latest kinds of cars that will soon fill the street, many say that the late start will actually be worth the wait. >> reporter: the washington auto show is rated as one of the very best in the united states.
